Supporting coordinated phosphorus stewardship for Africa's food security

APPFS is an Africa-led coordination and dialogue platform aligned with the Africa Fertilizer and Soil Health (AFSH) Action Plan — connecting evidence, policy dialogue, and coordination to strengthen phosphorus stewardship across the continent.

WHY APPFS — WHY NOW

Africa is entering a critical phase of implementing continental commitments on soil health and fertilizer efficiency, while facing increasing pressures from

  • climate variability and soil degradation
  • fertilizer price volatility and supply constraints
  • the need to improve nutrient use efficiency and agricultural productivity

 

Significant progress has been made across these areas. At the same time, phosphorus—central to soil fertility and crop production—remains insufficiently integrated across policy, monitoring, and coordination processes.

APPFS responds to this moment by supporting stronger integration, alignment, and evidence use, building on and complementing existing efforts.

 STRENGTHENING COHERENCE AND INTEGRATION Across Africa, significant efforts are already underway to advance soil health, fertilizer efficiency, and agricultural transformation. At the same time, , opportunities remain to further strengthen the integration of phosphorus  within policy dialogue, monitoring systems, and coordination efforts:  

  • Existing evidence can be further translated into decision-ready insightsMonitoring systems can be strengthened to better reflect phosphorus-relevant indicators
  • Ongoing initiatives can benefit from enhanced alignment and structured exchange

APPFS was established to support and strengthen these ongoing efforts, working in complementarity with existing institutions and frameworks

OUR WORK

APPFS contributes to strengthening the coherence and quality of efforts to integrate phosphorus stewardship within Africa’s soil health and fertilizer frameworks — across three areas:

Supporting visibility on “who is doing what” and facilitating structured exchange across actors — in complementarity with existing coordination mechanisms..

Research-to-policy translation

Turning scientific evidence into accessible, decision-oriented insights (synthesis notes and briefs for policymakers and development actors).

Monitoring & evidence support

Contributing to the integration of phosphorus-relevant indicators into existing continental monitoring frameworks — strengtheningand complementing current systems.

CONTINENTAL ALIGNMENT

APPFS is aligned with and contributes to the implementation of key African agricultural frameworks:

  • Africa Fertilizer and Soil Health (AFSH) Action Plan
  • AU fertilizer efficiency commitments
  • Broader soil health and agricultural transformation frameworks

 

APPFS works in support of existing institutional processes, reinforcing coherence and evidence use.

Over time, APPFS contributes to:

  • better coordination and alignment of programs and investments
  • improved integration of phosphorus in monitoring systems
  • enhanced use of evidence in decision-making
  • stronger policy coherence on soil health and fertilizers
